In 1990’s the Government of Rwanda through its Ministry of Defence awarded a public tender to supply different equipment for the Ministry. The tender was successfully awarded by mutual Agreement to two companies, both of which were owned by our client, Mr. Mironko Francois Xavier. The Ministry after receiving the equipment refused to fulfil its obligation of paying our client. Our client instituted a number of cases in local Courts of the Republic of Rwanda but to no avail. Our client therefore decided to file this matter before the East African Court of Justice (EACJ).
